[SCCC] VHF Contest Cabrillo Upload Out of Order

They may be working on it. Dates are correct now (assuming they have the
year right) but still thinks my valid times are outside of the contest
window. I'm sure they will have it fixed shortly.

Looks like the CQWW VHF Contest Cabrillo upload routine is broken. It thinks
July 15 is an invalid date and that July 22 IS valid.
