Did you have the logs going anywhere other than LotW?  QRZ?  HRDLog.net? etc.?  Going forward, that may be a good thing for you to do.  The saying "two is one and one is none" is applicable in this situation.

As to Dropbox, they have various support methods based upon your account plan.  At a free level, you only get their chatbot and forums.  You have to be at a paid support level to get phone support.

You can try this link: https://www.dropbox.com/support/ for login support generic help files.  Aside from that, if you are not getting their password reset emails, are you sure they have your email address correctly setup in their system?  Have you tried your spam folder?  Are you using a program like Outlook or Thunderbird for your emails?  If yes, have you gone into your email provider's email portal to check their spam filter?  Emails there won't be downloaded by your system.  I've run into that issue with work emails before. 

Did you have your web browser store your passwords?  Did it sync with a "cloud" server?  You may be able to find your dropbox credentials there or on a syncd computer.
