Like Bruce said, you cannot upload anything to LOTW until their server is back online.
Anything you think you saw as an indicator that you sucessfully uploaded should be
treated as false.   For example, when you tried to upload a second time, and you were told
that those QSOs where already uploaded.   It is the TQSL application on your computer telling
you that, not the LOTW server.   About 10 years ago ARRL added that functionality into TQSL to
attempt to throttle the number of logs that were being uploaded over and over again.
