[SCCC] RBN/skimmer receivers

I don't think this exists already.  (I haven't checked again, today.)
A RBN linked skimmer RX for 144 and/or 432 MHz in the SoCal metro
region would be awesome.  If anyone has experience or can help me make
something like that happen, contact me off of the list.

SOTA has a SSB/CW 2m/70cm challenge announced for the entirety of 2026
which reminded me of this idea.
