[SCCC] Ham License Plates in CA

There is (or was) someone at the San Marcos DMV that knows the ham plate
procedure very well, her dad or grandfather was a ham. This was about 8 or
9 years ago so I don't remember her name. When I walked in to the DMV to
get ham plates they immediately called her over to help me. I remember it
wasn't difficult at all. Maybe she is still there.
