[SD-User] IOTA 2002 Rules

This message was sent out to 3 reflectors yesterday at 12.30z.  Arrived at
uk-contest and iota-contest ok but has failed to appear here or in the
archives.  Apologies if like the buses several of the same arrive at once.

After a quick look at the new rules for IOTA 2002 I feel congratulations are
in order.  There are still a few controversial points which will generate
much heated debate but overall I think it will make for a much better
contest over a greatly levelled playing field.  A difficult job well done.
