[SD-User] Updated Country File for CQWW

I've updated SD's .CTY files as per Jim Reisart's, AD1C, announcements
to cq-contest.

* Added EM1KGG, KC4/N2TA, KC4/N2SIG and KC4/KE6ZYR to callsign list for 
  Antarctica, CE9. 
* Added FO/I2YSB and FO/IK2GNW to callsign list for Austral Is., FO/a. 
* Added 8N1OGA to callsign list for Ogasawara, JD/o. 
* Removed KS6DV from callsign list for American Samoa. 
* Added Ducie Island, VP6/d.
* Removed KC4/N2SIG from callsign list for Antarctica, CE9.
* Removed all KC6 callsigns from Palau, T8 (thanks N3RD) 

There were some other changes, but they're not relevant to SD.
