In these circumstances SD is working as intended, and here's
why.

The F2 message usually finishes with a simulated Enter (#E).
If you are in the serial field, and it is empty, an Enter
will take you to the RST field (specifically to the S in RST).

For the rare occasions that someone sends you something other
than 599 and, even rarer still, you want to actually log it
(not much point any more as it's never checked), Enter will
take you between all fields in the appropriate sequence.

   Callsign + Enter        -   Serial Field
   Empty Serial + Enter    -   RST Field
   Edit RST + Enter        -   Serial Field
   Log Serial and Enter    -   QSO is logged

If this becomes a problem, change the message for one of the
other function keys (say F5 to F8) to be the same as F2, but
without the final #E.
