Thanks Paul/Malcolm.  Paul, yes, setting PTTLEAD to zero has done the trick.  I now understand the cause.

I womder if you have tried setting PTTLEAD to zero?  That has
made a difference here in the past - but I must admit I haven't
had a close look at WinKey recently.

	Fraser,  yes I am getting exactly the same symptoms.  The normal keying via
	winkey from the pc is fine but not with the paddle.
