I'm not sure which problem you're referring to.

This morning, I downloaded V13.40a from the 
website to another computer and it runs OK.

If SD does not start on your PC, please let me know
what version it is, and what exactly is on the screen,
if anything.

Try downloading and installing SD to a new folder.

Finally - try deleting SD.INI - does that make a
difference?
