[SD-User] WinKey Speed

Hello !

I have found the same behaviour of Ian G3KZR.
Using serial Winkey ver 10.
The speed change happens in ESM mode and in "Alt-F" mode.
I can add that the previous speed has no effect, i.e. if I set my Winkey at 50 wpm,
than slow down to 15, the second message is sent at about
28 WPM and not at 50 wpm.
