[SD-User] WinKey and Rig Control

When you have time, please download SD.EXE (V13.41f)
from  www.ei5di.com/sd/sdexe.zip and let me know if
keying (whether WinKey or internal) or Rig Control
does not work as it should - or if you notice anything
unusual. 

The POLLTIME and LINKTIME commands have been removed.
SD sets its own internal values depending on whether
rig control is enabled and, if so, the values for
BPS selected for your rig(s).  You can see the values
with the STATUS command.
