You'll find a reasonable introduction in Section 7 of the
rules - follow the above link.
Basically, a QTC is a summary of a previously logged QSO
in the contest. Non-EU station give QTCs, and EU stations
receive/log them.
Non-EU stations can send up to 10 QTCs to any EU station,
but each QTC (QSO summary) can only be sent once, and counts
one point. If a non-EU station had 150 QSOs and sent them
all as QTCs, he/she will get an extra 150 points.
EU stations can log up to 10 QTCs (if available) from each
non-EU station - so you could have 150 QSOs and 1500 extra
QTC points! If you're serious, and not just handing out a
few points, you must learn to handle and give/accept QTCs.
Try the QTC command in SD (using a WAE template) to see how
it works.
Logging QTCs is not easy, especially in CW, but it's great
fun once you get used to it.
