[SD-User] Rig Control and Manual Band Change

Hi, Tim.

I run into this, not just with SD, but other programs and it is an issue 
with later WinDoze, Win7 here.

I have a similar set up.  Dumb WinDoze says all these ports are busy, 
NOT!  I go to devises and printers,
select the USB converter and set my port to what I want and disregard 
what they say.  It usually goes
without further issues and it goes.
