[SD-User] Callsign Reference File for SP DX Contest

This file expands to SPDX.LST, and may be
loaded with SD's LOAD command.  It gives
the district code for every Polish call -
more than 12500 of them!

With this, DX entrants don't have to worry
about copying anything in the exchange :-)

If I get time on Friday, I will update V17.01x
to automatically load this file and pre-fill
the exchange - for the DX side of SP DX.
