Yes, that's the way SD is intended to work.

When the same callsign is logged with a different county,
and the callsign does not end in /M or /R (with QSOPARTY
set to Y), SD assumes you know what you are doing and
that the most recent exchange is the correct one for all
QSOs with that individual station.

That's why it changed the earlier QSOs - SD enforces
exchange consistency when dupe checking is enabled.

The workaround option is to add /M or /R while logging.
That lets you log different counties for the one station.
These suffixes can be removed from the Cabrillo log.

In the meantime, all the information needed to update
the Cabrillo log is recorded in the audit file.

This issue may not arise again for another 100 years
- ARRL's next centenary year :-)
