[SD-User] UKEI DX Contest - SSB

Runs for 24 hours from 1200z Saturday 31st August.
It is SSB-only on the 5 bands from 80-10m.

For SD, the option is "UKEICC DX, SSB"

Work everyone; send serial + 2-character District Code, or
serial only if outside the UK/EI.  No reports are needed.

For the UK, the district codes are the same as in RSGB contests.
For EI, the codes are 2-character county codes - they are listed
at the end of the rules.

Mults are UK/EI districts, and other DXCC countries, by band.

Other contests may overlap. Log the serial (or zero if none given)
and ignore any other exchange element.
