[SD-User] Change to the contest rules for the Norwegian Fylkestest contest

The contest rules of the Norwegian Fylkestest contest were changed last year
as a result of a reduction of the number of fylke (counties) introduced by
the Norwegian government as from 1st January 2020. The Fylkestest has been
covered by the SD programme for many years and, since the 2021 event will
take place during the upcoming weekend, I started the SD some time ago to
check if it has been updated. I found that it had not been, and sent an
email to EI5DI to inform him about it. Alas, I have received no reply. I
therefore send this message to the SD-user mail address. 
The required change to the  programme is small, since only the table of
fylke with fylke abbreviations and fylke letters need be revised. There may
not be time to do the change before the weekend, but I would be happy to
provide the necessary info urgently to EI5DI or to any other person who is
responsible for the update.
