[SECC] NAQP and current band conditions

My observations :

10 and 15 close when it gets dark and 20 shortly after dark. I'm sure 20 will not be
open late like it was in the August NAQP. Also 40 seems like it is longer when it
gets dark. 80 and 160 should be much better since it's the middle of Winter although
the conditions were not all that great in the TBDC. I'm sure K4BAI's observations are
the best since he is the most active person in the SECC by far....
