[SECC] List owner duties

Hello everyone:  Hope you are all aboard again.  Ben, NJ8J, has offered
to perform the list-owner duties for this reflector.  If anyone else
wants to volunteer, please let me know.  If I don't hear from anyone
else by Wednesday night, I'll notify Bill that Ben is our man.
