According to the authorities, the list of off/on time is optional, but 
must be in the comments area of the submission.

I specifically asked, and Dan did not indicate that anyone would be DQed 
if they failed to include an off/on time list. But like anything else, it 
is possible that the judges may ask for such a list post-submission.

Many people edit their log file to show something like this:

QSO: 28497 PH 2000-03-04 0008 N1ND         59   CT   VK2UZ        59  400
off time 0008
on time  0008 
QSO: 28497 PH 2000-03-04 0009 N1ND         59   CT   VK3CAT       59  400

This occurring in the middle of the log file makes it unusable, meaning we
have to spend considerable time detecting the problem and manually editing
it out just to be able to use the file.

The Cabrillo format can be used to calculate the off times.  For those 
that
feel they must include it in the file, it should be placed in the Soapbox
section of the header.
