This one is also complicated, but the defined allocation would tend to 
allow gerrymandering of club scores.

This proposal makes the most sense. I wouldn't limit it to two clubs. In 
effect, an eligible operator can split his score between any club to 
which he meets all membership criteria. However, the effect of his 
submission of a score becomes diluted for each club he adds.

Simple, but too likely to cause gerrymandering of scores. Keep it simple.

Steve, one other issue: what about M/M or M/S operations? How are they 
split? Are they ineligible? Are they ineligible if any part of the team 
doesn't meet the membership criteria?
