[SECC] Dupes

I usually work them but do not log the second qso. Its quicker than trying to 
explain the dupe. If the rates are real slow I might take the time. 

I have had the same stations dupe me up to 4 times in one contest. You know 
those guys are not going to turn in a log so not much need to do anything but 
keep working them when they show up.
