[SECC] New Member - KO4JY, Kevin Mahler in Duluth, GA

Please welcome Kevin Mahler, KO4JY as a new member of the SECC. Kevin 
sent me an application in August. 

Kevin has his own domain name, so he must be pretty good at this internet 
stuff.... Perhaps a future SECC webmaster? (Naw, we wouldn't want to 
scare him away)
