[SECC] Club scores for CQ WW and CQ 160

Matt, WB6BWZ, noted a posting on the SEDXC reflector reminding their
members to contribute their club participation scores in CQ WW to South
East Contest Club and of the agreement that SECC members contribute
their club points to SEDXC in the CQ 160 Meter contests.

Note that the club designations must be put in the headers of your
Cabrillo log file exactly as follows:

South East Contest Club
Southeastern DX Club

No abbreviations or alternate spellings will be recognized by the ARRL
software at least.
