[SECC] The ARRL's answer to the code/no-code debate

I already asked Mr. Hainey that question.  He said he didn't know of any
way.  BUt to hold on and see what happens.  Bullcrap.  

This is what nearly destroyed ham radio back in the sixties with incentive
licensing.  The ARRL doing what they dang well wanted to do without
consulting the hard core membership.  And I'm not talking of the 'new'
crowd that thinks ham radio is just super CB.
