That's the Peter Principle: "Everyone rises to their level of 
incompetence." I personally subscribe to the Inverse Peter Principle: 
"The competent don't rise; they have to stay there an do the work."


What I'm wanting to know is what does the CQ issue say about W4AN on 
the cover?
