[SECC] Use of Call Signs

It would be inconvenient for those who lend their call
signs to repeaters, for example, to live up to having
the "paper" on premises.  I would presume the FCC
would give the trustee or actual holder of the call
sufficient time to make both the license and the
premises available for inspection.
