[SECC] GQP rules changes.

Hi,
  Since proposed and seconded on Dec 18th, we have has 5 yes, and 0 nay votes here.   
  With this request for approval of our club officers, I would like to have the rules changes approved so I can get to web work.  
  Hal, can you give us a "blessing"? 
   
  The items were:
  Expand entry categories to PH, CW and Mixed,
  Keep time schedule the same,
  Let rovers contribute scores to any club,
   
   
  Upon "approval", I will rework the web presentation to reflect the changes.
   
  Tommy, will persue sponsors for plaques.  He has a price of about $40 each,
  and anyone wanting to sponsor a new category please contact Tommy here, direct, or via gqpplaques.iham.us.  Tommy may have more on this.
   
  Jere is getting caught up on certificates, and preparing for a mailing in early March to thank each entrant with a "certificate" and a note to check the rules changes.
   
  I wanted to get these things done during the "lull" in contest activity over the holidays, and we seem to be getting there.
