I have had this same problem with Win 98 locking up on this screen. If you turn off power on you computer it should boot back up in safe mode. If you restart from there it should come up in WIN 98. If not turn off power again and hit F8 key before WIN98 starts up.. You should be able to choose safe mode from the menu. If it keeps locking up reinstall WIN 98 and that should fix the problem.
