[SECC] announcement

I have requested the following members of SECC to be on the circle team....to study the merits and make reccommendations...

there will be lots of changes coming to the website...first order of business will be to make it easier to join the SECC...the web page will be updated and reflect this change...joing the reflector is hard too for some reason..we are looking into that asap....
