[SECC] Certificates for SECC

I also recieved a certificate (3rd Place USA 40 meters) and the results
for the Russian DX Contest The contest result book is pretty nifty.  Looks
like they get some sponsorship from some Russian companies to publish this.

It would be neat if the ARRL could publish their major contest results in this matter.
I would even be willing to pay for it.
