Actually, it was quite public, and a topic here in our club late last year it seems.  Was on the news, etc.

Plate fees were snuck in at the last minute during this year's legislative session, without warning or public commentary in advance.  Amateur Radio operators are now considered like any other "interest group" and must pay accordingly. 

At renewal time I converted to a standard plate.
