I don’t see you got an answer, so I’ll try.

Yes, the running station will do exactly that. If you are the S & P  station, you respond with R R and then QSY.

First, you listen. If you don’t hear anyone calling CQ (which may be true if a M/2 station asks for a QSY) or any other activity on the frequency, try giving the station a direct call (eg WF4W DE AA4LR). It could be the guy is still running on the original band you worked him on, and he’s just listening on the new frequency with a second radio.

Call him a couple of times and see what happens. 

It could be a bust, so don’t waste a lot of time trying to call. Two or three times is sufficient. Then you can decide what you want to do next. Go back where you were, or stay on the new band and look for other stuff. That really depends on the situation.
