[SECC] 2021 Georgia QSO Party

I haven't heard any feedback. Either no one cares or they don't object
to the rule changes I'm proposing. I will be making the changes to the
webpage next week. I will also contact the developers on the logging
programs (N1MM, N3FJP etc) and inform them of these changes.
