I'm pretty sure this used to be free but that was changed sometime in the not-so-distance past to help with the Georgia budget crisis.

I had to pay the $35 in Effingham County (nr Savannah). Has the ARRL, SECC  
or SEDXC communicated with the Governor regarding this issue? We all spend 
a lot  of $$ to provide the state with free emergency communications!!!
