NOTE: Nets/Clusters are allowed for all categories without changing category.

I have been using the  GQP SPOTS Web Site to spot myself but not the regular cluster. Most of the out-of–state entries are probably using this webpage. Maybe the person who gave you are hard time should have read the rules first.
