When I first tried exchanging IRC's at my Post Office, they didn't know what to do either.  They researched it and when I came back the next day, they had it all figured out.  Now when I take some in, it's just a couple of clicks with their scanner and they hand me the foreign stamps.  I understand the US isn't selling IRC's but will exchange them for stamps.  Tell your PO they need to figure it out.
