There is nobody I am aware of "in charge" of beacon station freq. Unattended beacons are in 50.060 - 50.080. Only "attended beacons" at 50.050 or 50.025 for example, in the US.

Yes -- beacons can be a nuisance at times, but as long as they are in their sub-band, they are legal. - Jon
