11. Multipliers: Multipliers are all 50 US states, including Alaska and Hawaii, the District
of Columbia (DC), the 13 Canadian provinces/territories (British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Quebec, New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland-Labrador, Yukon, Northwest Territories, and Nunavut) and other North American entities as de-fined by the ARRL DXCC List.

How is this a change? Is it just the separation of DC as a multipler?
