[SEDXC] The 3Y0 mystery

I have been trying to catch 3Y0C on 40SSB, 17, and 12 meters for new band
countries.  I keep missing him on 17 and one evening last week he was 5/7 on
40 SSB but went QRT just as I was ready to call him.  This week he has been
on 40 SSB and 75 meters several times
2300Z, 0200Z, and 0600Z but his signal here is ESP or like weak back
scatter.  He is working W6 and 7 on 40 and even 75 (he was on CW
on 3771.3 at 0300Z).  The only local who says he worked him was W4GF (I
heard his side but the 3Y0 was just a peep or two not enough to copy).

What is going on??????

On 40 EU and ASIA are loud as well as Africa and South America.  I heard
JT1CO on 80 at 2345Z and worked TA3DD, OD5/OK1, and 4L4MM on 40 so the
antennas work.   To add to the mystery I worked D68WL for YL country #299 on
10 but this morning she was on 12 at 1400Z but just above the noise (I heard
parts of call signs).   5R8 was loud at the same time.  She was working EU
and W1, 2, 3, 8, and 9.  A guy in Florida also said very weak there.  A sure
sign of the downside is selective propagation on 10 and 12 but the 40 meter
conditions have me puzzled.   Its like he is firing through  a barrier to
Atlanta.
