[SEDXC] Fw: Pls fwd to SEDXC list...re: S0 Western Sahara

Hi Jim,
   After the meeting last evening, I decided to do a little investigation 
into the basis upon which Western Sahara ( S0 ) is a legal DXCC entity. 
Here is 
what I learned:

Section II.  DXCC LIST CRITERIA

"For inclusion to the DXCC list conditions as set out below must be met."  
 
"There are five parts to the criteria, as follows: "
  1.  Political entities
  2.  Geographic entities
  3.  Special areas
  4.  Ineligible areas
  5.  Removal criteria.

Under  3. Special Areas:
    c)  "Control of the Western Sahara (S0) is currently at issue between 
Morocco and the indigenous population.  The UN has stationed a
peacekeeping force 
there.  Until the sovereignty issue is settled, only operations licensed
by 
the RASD shall count for DXCC purposes."

   So there you have it...it is specifically addressed by the DXCC rules.
