UBA - Welcome to the European Union Contest 2004

The UBA has the honour and the pleasure to announce that this contest will
be challenged under the Patronage of the EU (EUROPEAN UNION)Commission,
responsible for Communication, Information and Culture.

This contest is organised only once to celebrate the official entry date of
10 new member states of the EU.

EU should be read here as “European Union” and not as Europe!

1. Purpose

To contact as many European Union and other amateurs as possible to welcome
state-members in the European Union .  This is a welcome and friendship
contest, so HAM spirit is the main goal of this event.

2. Period

 >From 1 May 2004 00.00 UTC until 24.00 UTC

3. Classes

       A
      Single Operator 6 hours.

       B
      Single Operator 12 hours.

       C
      Single Operator 24 hours.

       D
      Multi Operator Single Transmitter 24 hours

       E
      SWL 24 hours (rules under item 10)

REMARKS:

1.        In all categories ONLY ONE transceiver (or receiver) and
transmitting signal is allowed at any time during the contest, so NO
multiplier station permitted.

2.        All Classes are working in mixed mode: CW, SSB and digital(digital
is RTTY, PSK31 and SSTV)

3.        Each Class is divided in QRP (max 5W), low  power (100W) and high
power. Every station can be worked only once on each band in each mode.

4.        It is not allowed to switch to another mode on the same frequency.
The generally accepted mode subband must be used. CW QSOs can only be made
in the CW-only subbands.

5.        The use of DX-Cluster facilities is permitted in all categories.
(Self spotting however is forbidden)

4. Bands

Bands to be used: 160, 80, 40, 20, 15 and 10 meters. The IARU band plan as
well as the frequencies proposed by the HF Contest committee must be adhered
to. At this time, the preferential frequencies are:

CW: 1.810- 1838; 3.510 - 3.560; 7.000 - 7.035; 14.000 - 14.060; 21.000 -
21.080 & 28.000 - 28.070 MHz.

SSB: > 1.843;  3.600 - 3.650; 3.700 - 3.775; 7.040 - 7.100; 14.125 - 14.300;
21.175 - 21.350 & 28.400 - 28.700 MHz.

Digimode: 1.838 – 1.842; 3.580 – 3.600; 7.035 – 7.045; 14.070 – 14.099;
21.080 – 21.120; 28.050 – 28.150

The band segments 3.500 - 3.510 and 3.775 - 3.800 shall not be used unless
for DX contacts (this means no one shall call "CQ Contest" in those
segments).

5. Contest Call and exchange

Suggested call:                 CW "TEST WEU";

SSB "CQ WEU".

Exchange: RS(T) + serial number starting from 001 for each log

6. Scoring

·         Each QSO with a station from a new member country of the EU
(EUROPEAN UNION) counts 25 points.

·         Each QSO with another EU (EUROPEAN UNION) member station of the EU
(EUROPEAN UNION) counts 10 points.

·         QSOs with any other station outside the EU (EUROPEAN UNION) counts
3 points.

·         QSOs with own country count 1 point.

·         A QSO with OR5EU (callsign of radio-club of the European Union)
counts 100 points

The following DXCC countries from the European Union count for 10 points:
CT, CU, DL, EA, EA6, EI, F, G, GD, GI, GJ, GM, GU, GW, I, IS, LX, OE, OH,
OH0, OJ0, ON, OZ, PA, SM, SV, SV5, SV9, SY and TK.

The new member states counts for 25 points: ES, LY, YL, SP,  OK , OM,
HA,,S5, 9H,5B

7. Multipliers

Every different prefix of each of the EU countries counts as a multiplier,
once on each band. Prefixes are defined according to WPX rules

8. Final score

Total QSO points (from all bands) times the total number of multiplier
points (from all bands).

  9. Logs

·         Only 1 log per station will be accepted.

·         Logs on floppy or by Email:  Logs will be accepted as long as they
are in ASCII (readable by a simple text editor) or CABRILLO format, and
respect the IARU format (1 QSO per record). Every record will be terminated
by a CR/LF. We strongly encourage participants to use a freeware log
software specially make for this contest will be available from the
UBA-website. The contest manager will send you a copy upon request and after
having received a SAE with a formatted disk from you.    Files to be
submitted are MYCALL.ALL and MYCALL.SUM where " MYCALL " is your call sign.
Each log submission will include a summary sheet (cf. 10.4). Logs in ADIF
format will also be accepted; they should have al info in the
header(summary) and be submitted as MYCALL.ADIF.

·         Paper logs: IARU format log sheets are strongly recommended (40
QSO per sheet). Qso will be displayed chronologically, and 1 log for all
bands is required (no separate log per band). Computer generated paper log
will be send (mandatory) with a floppy containing the main files. Normal
prefix (or name) of DXCC country must be clearly indicated in the multiplier
column instead of a cross or figure.

·         Summary sheet:  EACH log will be send with a summary sheet. This
one must include:

-          Your call sign.

-          Your Name, first name and complete address.

-          The category in which you took part.

-          For the Multi op station, the complete list of operators.

-          The log summary sheet shall contain the following signed
declaration : "I declare that all contest rules and all the rules and
regulations for amateur radio operations in my country have been observed
and adhered to. I accept the decisions of the Contest Committee".

·         Incomplete logs will be used as "Check logs".

10. Special SWL rules

Any station heard giving a contest report –RS(T)+serial) is considered as
taking place in this contest.

Logs should show in columns: Time (UTC), callsign of "Station Heard",
complete exchange sent by this station, callsign of station being worked, a
RS(T) report on "Station Heard" at SWL’s QTH, new multiplier and points
claimed. If both sides of a contest contact are heard they may be claimed as
separate stations and the callsigns have to appear in the "Station Heard"
column. A station may only appear once per band as station heard. In the
column "Station Worked" the same station may only be repeated again after 5
other QSOs, or on another band, or after an interval of 10 minutes.

Scoring and multipliers as for transmitting stations.

11. Address for Log submissions.

All logs must be postmarked not later than May 30, 2004. Late logs will not
be considered for the competition. The logs must be send to :

The logs sent by E-mail must meet the specifications as outlined above for
computer logs. We will confirm reception of your log.

12. Awards

The stations having sent US $ 5.00 or € 5,00  with their log will receive
the results by direct mail.

The quickest way to receive the results is to mention your Email address in
your log.

Awards will be sent to the highest scoring stations from each class in each
country and W, VE, PY, ZL, JA, VK and UA call area provided they have logged
at least 40 valid contacts. Other participants receive a certificate when 40
valid contacts are logged.

13. Penalties and disqualification

Penalties:

- Incomplete, incorrect or unreadable exchanges : the QSO will count for
zero points, but no additional penalty will be applied.

- Deduction of 10 times QSO value for any unmarked duplicate contact.

Disqualification:

- For cheating, imaginary logging and clear, repetitive and intentional
violation of the contest rules.

- For continuous or repetitive violation or total negation of the IARU band
plan.

- If the total amount of unmarked duplicate contacts amounts to more than 2
% of the total number of contacts.

The decisions of the contest committee are final.

15. Final Remarks

A selection of pictures of operators in action will be published with the
results, so please send us your picture. Please send your comments with your
contest log and send us a picture.
