I found a site using a google search that has some information on the
quantity of irc's required per country and the legality of us $... I dont
have it handy but I'll post it later.

Don't know of a source, but a modern day IRC is good for return air mail 
postage from any country.  If you use $ bills, you can be sure with 2$. 
  $1 isn't enough for a lot of countries.  I don't know where there is a 
list of dollar requirements for return postage, but there is probably 
one somewhere.  There are still some countries where it isn't safe to 
send $s and some where possession of them is illegal.  So, you can be 
safe by sending IRCs.  Occasionally there is a post on some reflector of 
someone who has some available cheap, but they are usually snapped up
