Think $3500 for the 800W, and $5000 for the 1500W.

Considering they are all solid-state, no-tune and contain an  
automatic antenna tuner, that's not as expensive as it sounds.

Yes. Both. The kit has several assembled modules, so you don't have  
to build the whole thing (although that would be fun, too).
