Dave - Thanks for the response and thoughts!
 
My main objection to the current rule is that it seems to not address the  
overall health of DXing and DXpeditioning.  A rule that confines itself to  
"Most Wanted" seems to me to address only the "Old Timers" in DXing and not the  
newcomers that we need to bolster up our aging population.  It also seems  to 
be a bit more self-centered than we need to be.  Again, I cite the  recent 
Libyan (5A7A) operation that garnered over 104,000 QSOs and a lot of  support (as 
shown on their website) from around the world.  Our logo is  noteably absent.
 
Most clubs and foundations that I am aware of utilize a much broader base  
for making decisions to support or not support an expedition.  Obviously,  
position on the "Most Wanted List" is a factor, but not the only factor.   
Additional criteria used in other organizations include: a) Team members, b)  
experience, c) Leadership, d) Organization of expedition, f) goals of  expedition, g) 
QSL manager, etc.
 
Also, we are not hurting for money.  Our treasurer is currently over  $6,000. 
 I do not think it would be necessary to raise dues to be able to  contribute 
$100 to $200 to expeditions like 5Y7A and still allow SEDXC to  remain 
solvent.  In addition, taking up collections at Club meetings would  not be a good 
answer to the overall issue of donating to an expedition, as it  reflect only 
members present on a certain night and the loose money in their  pockets at the 
time, rather than the Club as a whole.
 
My recommendation is that an ad hoc committee of three members be formed  and 
charged with determining what expeditions deserve our consideration and for  
what reasons.  The committee could then makes its recommendations know to  the 
membership, and the membership could vote on the recommendation.  Let  the ad 
hoc committee worry over the details.
