Gary,

The first Dxpedition set up a platform to work on and I worked them at 0750Z
on 20.  DXCC said it did not count as the "platform" was not sufficient to
not be MM.

The second Dxpedition went forth in the last Sunspot minimum.  They were
there several days but never heard on 20 in most of the Eastern USA.  Some
got them on 40 CW and a few in the Northeast made it on SSB.  The only voice
heard on 20 SSB was martti via tape record by a N7.  We had to keep warning
the gang it was not real.  No real changes in the platform
but N7NG was along and most of you know where is at ARRL now!

The third Dxpedition was there a couple of years later and the operation was
entirely CW.  They planned on SSB later.  On the second day the Phillipine
Navy showed up in force and ran them off.  The Phillipines now claim the
rocks (not to be confused with actual islands) as there is oil potential
there.

There were two reasons for new entity status...
1.    The rocks were actually above water at high tide which is incorrect
thus the platforms.
2.    China was the only claimant...which is no longer true.

So we have another 7J1 episode.  You cannot operate there without a platform
as even N7NG told someone the rocks are slippery even at the lowest tide.
The biggest area at low tide is only a couple of square yards.

There has been talk about going back but most in China tell visitors that it
is a dead issue.
