To the SEDXC membership,
As the revised constitution is being voted on tonight, I would to present a
modification to Article 15 related to DXpedition funding that I feel is
important. The rules, as currently being presented, do not allow any consideration
for funding an expedition other than "Most Wanted" status. I think that "Most
Wanted" is important, but not the be all and end all. Examples include:
a. The recent 5A Expedition that garnered over 115,000 QSOs. Over 300 QSOs
were made by SEDXC members, with several members getting new "Band Countries",
but our rules did not allow them to be considered for funding because they
were not high enough on a "Most Wanted" list. Their web site was very
professionally done; the SEDXC logo was notably absent there and on the QSL.
b. The recent Swains Island Expedition was not supported in any way by SEDXC.
Again, many, many QSOs were made by SEDXC members, but again our logo is
missing from the web page and the QSL.
c. The recent Expedition to S2 WAS funded by SEDXC, but I do not know of any
members who worked the "Expedition", nor do I know of any recognition we
received as a Club.
I realize that there is not a lot of time at the meeting tonight for
discussion of the new bylaws, and that the membership has been asked to "Support the
overall package", but I feel it is wrong to implement a rule as important as
DXpedition funding (our main stock in trade) without further considerations from
the floor. To that end I present my recommendation for Article 15 in the
bylaws of the SEDXC to read as follows:
15. DXpedition Donations
The Board shall determine the Budget for DXpeditions donations. The total
yearly expenditure for DXpedition donations shall not exceed 50% of the balance
in the Club’s treasury (excluding the balance in the Packet Cluster Fund) at
the time of the Financial Statement. All requests for funding shall be
reviewed by a committee of three members appointed by the Board. The function of the
committee shall be to determine the worthiness of a DXpedition for funding by
the SEDXC. The committee shall consider, but not be limited to, the
following criteria for determining worthiness:
1. Position of country on DX Magazine’s Most Wanted list.
2. Participation in DXpedition by SEDXC member(s).
3. QSL manager and QSL route.
4. Expedition Team members and related experience.
5. Budget for Expedition.
6. Individual Team member’s financial commitment.
7. Transportation plans.
8. Landing permit/operating permission approved.
9. Website quality.
10. SEDXC logo presentation and $ amounts required.
11. Any other criteria deemed relevant to the Expedition’s request.
The committee, upon completion of its determination, shall publish its
findings and recommendation for funding in a suitable manner. The SEDXC members
shall then vote on the recommendation, either by absentee ballot via email, or at
the next regular meeting after the recommendation is published. A majority
of the members voting shall constitute approval of the committee’s
recommendation.
