As a DXer newbie, I find this requirement to be really hard to  
follow. The web page referenced below states:

Seems reasonable, huh? Here's one question -- what are the "Some"  
countries that have multiple prefixes that need to be in a special  
order? It seems completely unreasonable for a bureau user to have to  
know how every single DXCC country has allocated its callsign prefixes.

It would be helpful if there were a complete, ordered list of  
prefixes, or a least a list of what these special "parent" prefixes  
are, and what sub-prefixes are assigned to them.

Barring that -- putting cards in alphabetical order seems a  
reasonable compromise.

The ARRL does have a list of countries not covered by the ARRL bureau  
on the web page:

Curiously, KH8 is not on the list. Therefore, it should be covered by  
the bureau.
