Worked on 18145 today after 1730Z.  Good op but noticed he never worked more
than one on a given frequency.  I did notice he had some favorite
frequencies
so sat on 18155 and he came back to the second call.

His actual signal was S6 here and he was rising out of a quiet band with
zero noise level.

SF =  67 so maybe propagation at t200 t0 1300Z on 15 but nada on 12 until SF
goes well past 70.
